Thank you Tim. This seem like carbon emissions permits at the individual level. The EU carbon permit marketplace has shown some of the potentials and pitfalls of this approach. For example, it’s vulnerable to market manipulation, and it requires a centralized authority to set the number of permits and adjust as technology changes and our understanding of the climate system changes. The biggest obstacle to the individual permit idea is, to me, the need for a global authority that would create and manage the marketplace.
